In the past few years, the state of New York has seen significant progress with the laws surrounding not only cannabis, but industrial hemp as well.
But as we’ve seen with other states already, even the new laws can come with restrictions, and it’s important to understand the hemp cigarette laws in your state.

Benefits and Uses of Hemp Cigarettes
Despite the strong resemblance, hemp and cannabis have a few crucial distinctions; the main one being that industrial hemp doesn’t possess enough THC to get the user high.
That being said, hemp flower possesses its own unique qualities, and the growing research suggests that it possesses components that make it a strong candidate for soothing a variety of conditions, including anxiety and certain forms of chronic pain.
And whether it’s been in the form of edibles, tinctures, or vapes, it’s possible by now that you’ve seen hemp flower or CBD sold in New York at least in some form, but one, in particular, has been gaining popularity: hemp cigarettes and other forms of smokable hemp are becoming a favorite for those trying to quit tobacco, as well as those simply seeking an enjoyable, relaxing way to get a rapid dose of full-spectrum CBD.
Now, while it should be clarified that inhaling any kind of plant matter may pose health risks, hemp cigarettes are a non-carcinogenic, nicotine-free alternative to tobacco products. Plus, the lack of nicotine in hemp cigs makes them non-addictive and has even helped individuals quit smoking.
According to research from a blind study at University College London, nicotine-dependent subjects who were given CBD reduced cigarette usage by 40%, while those who took placebos noticed no difference.
Plus, you’re still getting the same benefits of CBD and terpenes that you’d enjoy from any other CBD product, but more quickly and without the digestion process of tinctures or edibles.
Is It Legal To Buy Hemp Cigarettes in New York?
And now, time for the question we’ve all been wondering:
Are hemp cigarettes legal in the state of New York?
Yes!
New York has aligned itself with the Farm Bill, and as such, defines industrial hemp as “the plant Cannabis sativa and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis.”
It’s also legal to sell hemp cigarettes and other hemp products under this new Bill, but it should be noted that new licensing requirements have been put in place as of 2020, which requires growers, processors, and extractors in the industry to apply to New York’s Industrial Hemp Agricultural Research Program.
Meanwhile, there is nothing in the language banning specific types of smokable hemp flower products, including hemp flower cigarettes. And this can be at least partly attributed to the state’s increasingly lax stance on marijuana, which is indistinguishable from hemp cigs to law enforcement.
However, it’s still illegal to sell hemp-derived CBD in food or beverages.
If you’re a hemp processor in the state, you’ll likely be affected the most by this new regulation, as they’ll no longer be able to use hemp grown outside of the state.
However, licensed vendors can still sell certified hemp products from outside New York’s borders, and many sellers are turning to North Carolina suppliers, whose hemp cigs are noted for their unbeatable quality.

Choosing Quality: Where to Buy the Best CBD Cigarettes in New York
CBD cigarettes can be legally purchased in most dispensaries, smoke shops, and wellness stores, but we know that online is often still the most convenient way to shop.
No matter where you shop, though, make sure that the brand is reputable, and always check for clear labeling and a certificate of analysis.
Let’s talk about the easiest, safest way to guarantee quality hemp cigs: by shopping online with Mr. Hemp Flower.
Quality & Customer Service
We wanna get into the nitty gritty about what really makes a beautiful hemp cigarette by going into its terp content, but first, let’s talk about how quality craftsmanship comes into play.
We know that even the best CBD cigarette brands in New York only manufacture their goods with ground-up hemp flower, and while this traditional approach is perfectly fine, Mr. Hemp Flower can do you better.
So in addition to loading our cigs with the finest hemp flower grown in the Northwest, we incorporate kief, as well, which enhances the smoke experience with a higher terpene content and an overall better burn.
This also makes our nicotine-free hemp cigarettes a fantastic choice for those trying to quit tobacco, as this is much more familiar.
Last but not least, we have unbeatable customer service. Here are some of our reviews from real customers:
“Love this company and every one of their products!! Amazing quality products and great customer service/updates on orders.”

A Close-Up Look: Lab Tests, Results, and Terpenes
Of course, every CBD supplier should include a certificate of analysis that’s been run by an independent lab, accurately showing the contaminant and cannabinoid levels, along with the terpene profile associated with the hemp cigarettes (or whatever product is being sold).
Our certificates of analysis are always easily accessible, so you can rest assured that you know exactly what your hemp cigs are made of.
You can see our lab tests for CBD cigarettes here.
Alpha-Bisabolol-1.31 mg/g (.13%)
Studies such as this one have shown that alpha-bisabolol may show an affinity against pain, thanks to its anti-inflammatory properties. This terpene is also known for its delicate fragrance, which is especially noted in chamomile, a plant known for its concentration of alpha-bisabolol.
Guaiol-1.02 mg/g (.10%)
This terpene, found especially in cannabis and cypress, carries a clean, woody, sometimes rosy aroma, and is known for its antibacterial, antimicrobial, and antioxidant properties. On top of that, it may also help ward off systemic inflammation.
Beta-Pinene-.626 mg/g (.06%)
Beta pinene has an especially piney fragrance, and while it, too, has evidence of working well against pain symptoms, beta-pinene also acts as an expectorant, meaning that it helps promote the clearing of air passageways to help treat coughs.
Beta pinene has a piney fragrance that lends a deep, rich aroma to our hemp cigs while adding to this smoke’s overall relaxing effect.
Trans-Caryophyllene .464 mg/g (.05%)
Found in hops, rosemary and cloves, caryophyllene has actually been researched for longer than many other terpenes, and has been shown to act as a neuroprotective agent by interacting with the CB1 and CB2 receptors to bring down inflammation.
