In order to grow industrial hemp, farmers must be licensed by the Pennsylvania Dept. of Agriculture. Licenses cost $600 per year for up to 5 locations, and they will not be granted to anyone convicted of a drug felony 10 years prior to application.
Inspectors are permitted to visit farms and choose any plants to test. Plants with a content of more than 0.3% THC may be destroyed.
Processors, meanwhile, are required to have a license, unless they’re processing hemp-derived CBD into food products. In which case, processors will need to register with the state’s Bureau of Food Safety. These processors will also need to be licensed as a food establishment.
There is no possession limit for smokable hemp flower.
