Although the state got its hemp plan approved and Governor Ricketts signed Legislative Bill 657 in May 2019, the legal status of hemp CBD remains murky. 

The Nebraska Department of Agriculture does not regulate finished products, although processing hemp (converting hemp into a marketable form) is legal.  [1]

It’s important to note that LB 657 allows the possession, transportation, sale, and purchase of lawfully produced hemp products for commercial purposes. The bill doesn’t further define “hemp products.”

In 2018, before the passage of LB 657, the Nebraska Attorney General issued an opinion stating that CBD products are illegal in the state. The state’s legal landscape has changed drastically since the opinion was issued, so it’s unclear whether the opinion is still relevant. [1]
