As of this writing, the state is in the process of accepting and issuing licenses to growers and producers.
The Department of Agriculture has regulatory authority over viable hemp plants and seeds but does not issue licenses for the processing of non-viable hemp.
The Department defers the regulation of hemp or hemp derivatives in consumer products to other state or federal governmental entities.

Missouri’s Governor signed this bill in July 2014. The bill defines industrial hemp, allows the use of “hemp extract” by eligible individuals with epilepsy, and allows the Department of Agriculture to grow hemp for research purposes.
