Now that the state has authorized hemp growth, more and more people are showing interest in whole-plant CBD oil, also known as PCR hemp oil.
What is PCR hemp oil?
PCR hemp oil stands for phytocannabinoid-rich hemp oil. Shortly put, it’s the most potent type of CBD oil on the market. The oil contains a range of phytocannabinoids such as CBD,THC (within legal limits of 0.3%), CBD-V, as well as terpenes, proteins, and other nutrients.
Although this oil contains the entire hemp plant profile in a bottle, its main component is still CBD. So, when we’re discussing the legality of PCR hemp oil, we are talking about the legality of hemp CBD.
Is full spectrum CBD (PCR hemp oil) legal in Missouri? Let’s take a look.
Is Full Spectrum CBD Legal in Missouri?
Full spectrum PCR hemp oil is unregulated in Missouri.
It seems that the manufacture, distribution, and sale of hemp CBD oil is not restricted nor allowed under Missouri law. Which means, hemp products are seemingly lawful but are not regulated.
The state Governor signed House Bill 2034 in June 2018, which legalized the cultivation of hemp and excluded hemp from the definition of marijuana.
Under Missouri law, “industrial hemp commodities and products and topical or ingestible animal and consumer products derived from industrial hemp with a delta-9 tetrahydrocannabinol concentration of not more than three-tenths of one percent on a dry weight basis” are considered legal hemp. [1]
Although Missouri law states that “food shall not be considered adulterated solely for containing industrial hemp, or an industrial hemp commodity or product,” the state defers to FDA rules and regulations regarding hemp CBD products.
As of this writing, the state is in the process of accepting and issuing licenses to growers and producers.
The Department of Agriculture has regulatory authority over viable hemp plants and seeds but does not issue licenses for the processing of non-viable hemp.
The Department defers the regulation of hemp or hemp derivatives in consumer products to other state or federal governmental entities. [1]

The Mr. Hemp Flower Difference
Here are a few reasons why our PCR Hemp oil is different from other CBD oils on the market.
Whole-Plant Hemp Oil
PCR hemp oil is extracted from organically grown, cannabinoid-rich hemp flower and provides you with the benefits of the entire hemp plant profile.
With its darker brown color and earthy taste, PCR hemp oil is the only true full spectrum oil that gives you the benefits of the “entourage effect,” aka the beneficial effect of the hemp plant when each of its components works together in synergy.
It’s important to note that if the components are not present in your CBD oil — the case with CBD isolate — there is no entourage effect.
Made in the USA
We source our hemp from U.S. farmers from Oregon, Washington State, and Colorado, and we manufacture our own products. It’s important for us to use organically grown hemp and avoid the unknowns, which is why we partnered with hemp growers that have over five years of experience in the field.
Pesticide-Free, Non-GMO
Not only our full spectrum CBD oil is rich in cannabinoids, but it’s manufactured from clean, non-GMO, pesticide-free hemp.
Lab-Tested
Our full spectrum CBD oil is made using tested hemp flower and safe extraction methods. We also test the finished product via an independent lab, so you can rest assured you’re getting the purest phytocannabinoid-rich (PCR) hemp oil on the market.
Is It Legal to Ship PCR Hemp Oil to Missouri?
You can order full spectrum PCR hemp oil from Mr. Hemp Flower and have it shipped to your Missouri home within 3-5 days.
