The Farm Bill of 2018 legalized hemp and all its derivatives on a federal level — unless they are contained in products with a concentration of over 0.3% delta 9 THC. Although HHC isn’t THC, it’s still not fully legal because it’s lab-produced from CBD under pressure and with the use of a catalyst.
 
This means that both natural and synthetic compounds are involved in its making, which could prompt the Drug Enforcement Administration (DEA) to ban this substance. Like delta 8 THC, HHC could be deemed illegal in states, but it’s going undetected so far.
