Under the Louisiana law, industrial hemp means the plant Cannabis sativa L., and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol (THC) concentration of not more than 0.3% on a dry weight basis. 
Governor Bel Edwards sighed Louisiana Hemp Bill into law on June 6th, 2019. The bill states that “no person shall process or sell: 
Any part of hemp for inhalation.
All alcoholic beverages containing CBD.
Any food product or beverage containing CBD unless the United States Food and Drug Administration approves CBD as a food additive.”
The new state hemp law took effect immediately, but the state postpone hemp farming until 2020.

Louisiana is one of the first three states to receive federal approval for its state hemp plan in December 2019.
In February 2020, the state agriculture officials have begun issuing the first licenses to farmers, processors, and transporters.
State retail businesses and pharmacies have received permission to sell hemp CBD products in the state — after registering with the Office of Alcohol and Tobacco Control.
So far, the office has issued over 1,500 licenses to retailers interested in selling hemp CBD products that are allowed for sale in the state.
In Louisiana, no person may process or sell any part of hemp for inhalation, any alcoholic beverage, or food product or beverage containing CBD. The state has kept its smokable hemp ban (thats why most people in this state buy their hemp flower online!)
Can You Buy CBD in Louisiana?
Yes, you are allowed to legally buy hemp-derived CBD products with no more than 0.3% THC in Louisiana. The state put limits on the types of CBD products that can be sold.
