Under the rules, hemp that tests over 0.3% THC is considered “hot” and must be disposed of, which was the case with Arizona hemp.

In addition, processors are allowed to sell, distribute, transfer, or gift processed hemp products that are not unauthorized.
According to the state’s Department of Agriculture, manufacturers would be able to manufacture CBD products from hemp, but the department doesn’t have regulatory oversight over that issue.
