Is Hemp Flower Legal in Washington?
Yes, hemp flower is legal in Washington State. Governor Jay Inslee signed the new law in April 2019, which updated the previous hemp law under the 2018 Farm Bill.
The new hemp law replaces the industrial hemp research program and authorizes the growing of hemp as a legal, agricultural activity in the state.
Under the new bill, “hemp” means the plant Cannabis sativa L. and any part of that plant, including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 percent on a dry weight basis. 
In Washington, hemp can be legally grown, produced, processed, possessed, transferred, commercially sold, and traded within the state, outside of the state, and internationally — under the laws of other states.
Update April 25, 2020
Washington is one of the states to win approval on its state hemp plan by the USDA. The state program only licenses hemp farmers for the 2020 growing season. According to the Washington State Department of Agriculture, “no agency in the state of Washington has regulatory authority over Hemp processors. The only authority is for Food Processing and requires a license through the WSDA Food Safety division .” Furthermore, the state Department of Agriculture provides guidance to processors with the Commission Merchants Act Licensing Program. Namely, “any individuals and businesses who receive a consignment, take possession or control of, or act as brokers in the resale or processing of unprocessed agricultural products require licensing.” This likely indicates that anyone who wants to resell or process unprocessed hemp must be licensed. In September 2019, Washington banned the use of CBD in food and drinks per the FDA’s rules. From the state’s provisions, it seems like Washington allows, but does not regulate the retail sale of other hemp products, such as hemp smokables, topicals, and cosmetics.
