Can You Grow Hemp in Iowa?
Iowa still hasn’t allowed farmers to legally grow hemp. The Iowa Department of Agriculture and Land Stewardship is responsible for developing a state plan to license and regulate the production of hemp.
Now, each state is required to develop a state plan and submit for approval of the USDA. But, compared to other states that decided to issue licenses and allow cultivation of hemp, Iowa decided to wait until the USDA approves the state’s proposed regulatory plan. 
So, farmers are not allowed to legally grow hemp in Iowa until the state’s plan is approved by the USDA. Once the plan is approved, farmers can legally grow up to 40 acres of hemp with 0.3% THC or less. The production of hemp in Iowa will be regulated by the Department of Agriculture and Land Stewardship.
Is CBD Legal in Iowa?
After singing the Iowa hemp act and giving Iowans the green light to “begin the process of entering a new agricultural marketplace for hemp,” Governor Reynolds issued a letter to inform the public that the signed bill does not legalize the sale and manufacturing of all hemp-derived products, such as cannabidiol (CBD). 
In the letter, Governor Reynolds explains that the retail sale and manufacturing of hemp-derived products is governed by federal law. Although the Food and Drug Administration (FDA) has approved some hemp-derived products for human consumption, CBD is not one of them.
So, the Governor reminded Iowans that state law could not preempt federal law and those engaged in the manufacture, sale, or purchase of hemp-derived products should consider the legality of their actions under both state and federal law.
So, CBD has not been legalized in Iowa despite the legal definition of hemp in this state which legalizes any part of the plant, including “cannabinoids.” Iowa is waiting on the FDA’s approval of CBD before making it legal at a state level.
Medical cannabidiol (CBD) is legal in Iowa since December 2018. The state allows patients and primary caregivers who hold a medical CBD registration card issued by the Department of Public Health to purchase medical CBD available in five state dispensaries.
