Is full spectrum CBD oil legal in New Hampshire? New Hampshire is in the process of changing its legislation to allow cultivation and production of hemp.
Currently, two bills are moving through the legislative process, so we’ll have to wait and see how things will unfold and whether or not the state will allow the sale of hemp CBD products.
As the commercial CBD industry is expanding, many are wondering if it’s legal to buy hemp CBD oil — particularly PCR hemp oil — in all 50 states.
Phytocannabinoid-rich (PCR) hemp oil is a truly full spectrum CBD oil that offers the entire hemp plant profile in a bottle — essential nutrients naturally found in hemp that, unfortunately, other CBD oils are stripped of.

Is full-spectrum CBD (PCR hemp oil) legal in New Hampshire? Let’s take a look.
Is Full Spectrum CBD (PCR Hemp Oil) Legal in New Hampshire?
New Hampshire doesn’t have a law in place to regulate hemp CBD products. For the time being, the state is going with the FDA’s guidelines on the sale of hemp CBD products, including full-spectrum CBD oil.
From a document issued by the New Hampshire Liquor Commission (updated in 2019), it’s clear that the state is following the FDA’s guidance on adding hemp CBD in food or marketing it as a dietary supplement.
The document states that CBD oil — as per the FDA’s Food Code — is considered a food additive if added to food and beverages.
The problem with CBD oil is that it’s not on the FDA’s Generally Recognized as Safe (GRAS) list, which means it is not allowed to be added to food or marketed as a dietary supplement.
Relating to the sale of hemp CBD products, the state has introduced House Bill 1581, which would impose testing and labeling requirements on processors.
The bill was introduced in December 2019 and is still moving through the legislative process, so we’ll have to wait and see if this piece of legislation will be adopted.

The Mr. Hemp Flower Difference
Mr. Hemp Flower offers organic whole-plant PCR Hemp Oil that delivers what other CBD oils don’t — the entire hemp plant profile in a bottle.
Our PCR hemp oil contains the phytocannabinoids, terpenes, flavonoids, proteins, vitamins, and omega fatty acids present in the hemp flower.
How is that different from other CBD oils, you may ask.
Well, other CBD oils typically contain two main cannabinoids, CBD and THC. Some oils contain terpenes, while others don’t.
PCR hemp oil contains both primary and secondary cannabinoids such as CBD, THC, CBG, CBD-V, CBC, etc., in addition to all of the nutrients naturally found in the hemp plant. That’s why PCR hemp oil is considered whole-plant hemp oil.
Our PCR hemp oil is extracted from top-shelf hemp and showcases a gorgeous golden brown color — indicating less processed oil rich in all naturally occurring compounds in hemp.
Made in the USA
The hemp we use for extraction comes from Oregon, Washington State, and Colorado and is grown by licensed U.S. farmers. We make our own PCR hemp oil using organically grown hemp purchased directly from farms.
Our PCR hemp oil is extracted from tested, pesticide-free, non-GMO hemp. We purchase organically grown, CBD-rich hemp directly from highly vetted farmers.
Our PCR hemp oil is a pure and safe product rich in phytocannabinoids. An independent, third-party lab tests our products, so you can check out the certificate of analysis of each.
Is It Legal to Ship PCR Hemp Oil to New Hampshire?
