PCR Hemp Oil stands for phytocannabinoid-rich oil and is the most potent form of Full Spectrum CBD oil made from whole-plant hemp extract.
PCR hemp oil contains high levels of cannabidiol (CBD), in addition to other cannabinoids, terpenes, flavonoids, and hemp nutrients — which makes it a true full spectrum oil.
Phytocannabinoid-rich hemp oil contains less than 0.3% THC, which means it’s not going to get you “high.”

Is PCR Hemp Oil Legal in Alaska?
PCR hemp oil is legal in Alaska, but it’s unregulated (or in a gray area). Alaska legalized hemp in 2018 but has yet to implement the law, which requires the issuing of licenses to eligible growers, processors, and retailers.
Hemp and hemp-derived products have been legal in Alaska since Governor Walker signed SB 6 on April 13, 2018. The bill made Alaska the 35th state in the U.S. to allow hemp cultivation.
The bill defined “cannabidiol” oil as “viscous liquid concentrate of cannabidiol extracted from the plant (genus) Cannabis containing not more than 0.3 percent delta-9-tetrahydrocannabinol.” [1] However, the bill doesn’t address the processing of hemp into CBD products.
In May 2019, the Alaska Department of Natural Resources proposed industrial hemp rules, which provided a detailed outline on growing, processing, and testing hemp.
Later in August 2019, Alaska officials decided against the funding of an industrial hemp program. Although many were hoping for the rules to create new opportunities for Alaska farmers, unfortunately, the hemp industry in this state didn’t take off as expected.
Retailers selling hemp CBD in this state are not licensed and are currently subject to federal regulations. As of the writing of this article, the FDA has not issued a statement regarding the use of CBD in the U.S.

Both the USPS and private couriers can legally ship PCR hemp oil with less than 0.3% THC, across the U.S.
States can prohibit the sale and distribution of hemp-CBD within their borders. Alaska officials haven’t banned the shipping of hemp CBD products to the state.
