Under North Carolina law, it is legal for an individual who possesses a hemp license issued by the Department of Agriculture and Consumer Services to possess, manufacture, sell or deliver, or possess with intent to manufacture, sell or deliver hemp or smokable hemp. 

Unlike other states, the new North Carolina law also defines smokable flower as:

“Harvested raw or dried hemp plant material, including hemp buds or hemp flowers, hemp cigars and hemp cigarettes.”

The bill allows the production of hemp products, but clarifies that “‘hemp product’ does not include smokable hemp.”
